Earlier Intervention and Family Support Services
The Building Safe and Strong Families: Earlier Intervention and Family Support Strategy was launched by the Minister on 28 September 2016 and outlines our continued focus to safely reduce the need for children to enter out of home care. This need is particularly critical for Aboriginal children, families and communities in WA.
The Earlier Intervention and Family Support Strategy will be procuring services that support:
1. A culturally appropriate service system
2. Diverting families from the child protection system
3. Preventing children entering out-of-home care.
Consultations Workshops include:
Aboriginal In-home Support Service
Provide intensive in-home support to Aboriginal families with complex needs to divert them from the care system. This is a restricted tender to Aboriginal Community Controlled Services.

Intensive Family Support
Provide educational and skill development services to parents and families to support children to remain safely in their home and/or to support the transition of children back home with their parents.

Family Support Networks
Preventing children entering out of home care through the provision of case management and coordination of services for families who are hard to reach and accessing multiple service providers.

At Risk Youth Services
Youth services are realigned to provide a case management focus to young people most at risk of entering out of home care or the youth justice system.

Out-of-Home Care Services (Phase 3)
The Building a Better Future Out-of-Home-Care Reform in Western Australia Phase 3 focuses on the procurement of five service models addressing the needs of families, children and young people.
The Building a Better Future Out-of-Home-Care (Phase 3) will be procuring services that support:
1. Preventing Aboriginal children coming into care.
2. Stabilising family care arrangements.
3. Supporting children leaving the CEO’s care, to access stable accommodation and training / education.
Consultations Workshops include:
Parent and Baby Service
Support a newborn child to remain with their parent/s where there is either:
- Risk the child may be placed into the care of the CEO, or
- The child is in the legal care of the CEO but placed with the parent/s
All Aboriginal Controlled Community Organisations are invited to register their interest in participating in the development of the Parent and Baby Support Service model. We anticipate that workshops will be held in Perth Metropolitan area and commence in May 2017.

Support, sustain and maintain family care arrangements for children and young people in the care of the CEO.

Identify, support and sustain family care networks for Aboriginal children and young people in care.

Provide accommodation and support to young people leaving care and provide a pathway to stable community housing.

Outreach community based support for young people transitioning out of care.
